Ultimately they all want it to pass. If they are undecided now, it only means they are gauging public opinion and response.

I think this is old, I heard that three countries have gone undecided/ oppose, one of those being Latvia
LOL, I almost wrote that this is outdated because germany is opposing it too, only to realize that germany has REVERTED back into “undecided”. Unbelievable!
german people routinely get offended even if you just take a selfie and they happen to be in it too. But they stay in complete silence when their country is not opposing vehemently an orwellian surveillance system.
I think its telling that most post soviet countries are in opposition, They have lived under the Stasi and do not want anything resembling that again, albeit its a bit of an extreme comparison, nonetheless active chat control is a step in that direction
