      Like the West German Marineflieger would regularly buzz East German navy ships at very low altitudes.

      You cannot shoot them fown. As in nato you will have to file some permits, and have a meeting first, so whole NATO could decide if they can or cannot, shoot or not shoot, down or not down a plane or a bird.
