Do they include any information where to send the written statement?
There’s this: https://tulli.fi/en/about-us/contact-information
If there’s no confidential information, it looks like emailing PDF is enough. If there’s confidential information, use their secure email.
A digital signature would probably be good, or at least scanned written signature.
At least I had sent an email for explaining what was in the parcel that my mom sent. But medicines can be tricky, it is a good idea to give Tulli a call and ask what info they need and how to send it, with the parcel number reference.
An email is a written statement. Use their secure email: [https://turvaviesti.tulli.fi/](https://turvaviesti.tulli.fi/)
I don’t think statements are going to help much here. You aren’t allowed to order or send medicines to Finland outside or the EU.

If the email did not have any other address for the statement, reply by email.
Most likely, Tulli will destroy the medicine. Do not waste time writing a statement about how ill or poor you are or claiming that there is no medicine available in Finland. I would simply reply that I received and understood their letter, and that I do not wish to make a statement. It is useless trying to battle the whole legal and medical system of a country, or to ask them to make exceptions out of pity.
I think you need a lawyer who can advice what to answer, if anything. You are suspected of trying to smuggle drugs (medicine) to Finland. Do not admit guilt without asking for lawyer advice!
Look “lääkerikos” (“medicine crime”) in criminal law (section 44, §5). You get practically a small fine, but also up to 1 year jail time is theoretically possible.
