The big square ones are the digital “bell” speakers that replace the traditional bells on crossings.
The smaller ones look like traffic detection sensor arrays, but I could be wrong on that.

The normal stop light indicates there’s an intersection right across the railroad. So in essence, it has nothing to do with the railroad. The sensor on top of it is just a presence sensor for normal ‘smart stop light’ operations when the railroad crossing is open.

That thing on the traffic light is a sensor that “looks” to see if there is a vehicle at the red light or how long the line of stationary vehicles is. They are usually used to regulate traffic flow. Some traffic lights remain green on busy roads until the sensor detects a vehicle. Loops in the asphalt are more expensive and less reliable. (They often do not detect motorcycles or mopeds).
