We say “det er helt texas!”
Meaning “it’s completely texas”, like the wild west, as in out of control

Yep. It’s been current slang as long as I can remember, so at least since the 80s. Still used.
Yup, we do. Wild West movies and TV shows used to be rampantly popular over here, and a lot of them were set in Texas – the wildest and Westest of all the frontier-era states. For this reason, the phrase ‘helt Texas’ – ‘completely Texas’ – is occasionally used to describe a chaotic situation by highlighting its resemblance to a saloon brawl or stage-coach attack like you’d see in the movies.

We do! We use it to describe a situation that is utterly wild, due to how we perceive Texas to be wild because of how different it is from our way of life.

True. Not widely used, but any Norwegian will understand what you mean by saying «det er helt Texas»

I guess the old times cowboy movies from the Wild Wild West where people randomly just shoot each other has a say here.

Yes it is true but it is used less by the up and coming generations
We have similar thing in Morocco. We would say of a place that is undeveloped and disorganized “it’s like Texas”. The reason is that our idea of Texas mainly comes from western movies.
