Not unprecedened: they did the same in 2018 by blocking the sell of Rafale to Egypt, resulting in the replacement of the missiles’ chips that were under the ITAR regulation and a 100% ITAR-free Rafale.
They are dumb as rock because this kind of coercition just push away the defense industry from US products.

Saying the US blocks export isn’t quite correct. Turkey asked to buy the F110 engines and the US said no.
