      It was generally a life sentence no matter what was given, as people couldn’t afford to get home after that or had gotten used to life there

      Well, he was from an Irish speaking area. It’s not that unlikely that he didn’t speak English in that. The country was very much bilingual at the time, far more so than it is now. It’s like expressing surprise that a man from deepest Flanders couldn’t speak French or someone from Zurich hadn’t got fluent Italian.

      There would have been a big element of xenophobia in it at the time though, particularly in the colonial administration type bureaucracy.

      It does say he can read and write – was literacy in the absence of also speaking English fairly commonplace?
