Reading the article they had many aggressive dogs kept in bad conditions. And I imagine the kid wasn’t that well cared for either.

Not a banned breed surprisingly enough. However if you Google the breed (Cane Corso) you get this article on the Guardian about they are replacing the XL bully breed since they got banned.
I am personally in favour of bringing back the dog licence.

Tragedy really, people need the realisation that dog’s are animals and animals are stupid and can react randomly in any given situation, this is one of the reasons we need to enforce a “muzzle in public” law for all dogs.

We desperately need to introduce dog licensing.
Make the barrier for ownership high enough to weed out negligent owners.
Mandatory yearly checkups, mandatory owner training before a license is granted.
