      The Police know. Everyone knows. Police could go up and down probably about 5-6 long small high streets in Birmingham and bust 100s of them but they won’t because they can’t.

      This is _kind of_ the “perfect crime”. 

      1. Police can’t really tell unless they go out of their way with high powered flashes and cameras similar to a speed camera setup. Some of the better versions of this tape will show the numberplate as totally normal using a phone camera and flash. They’d literally need to drag studio flashes and/or a speed camera gantry down your street to test it.

      2. You cannot catch anyone using it using random flashes of speed camera gantries because, obviously, you can’t see the numberplate.

      3. It is not illegal to buy the material used, it has applications in photography studios, and unlike certain chemicals, avoiding speed cameras isn’t the same as terrorists making bombs, so there isn’t the resources or urgency to ban it.

      4. You could just claim someone else put it on there and you’ve no idea how. There’s little way to prove it.

      I’d 100% get this stuff myself, but I don’t really speed (awareness course after doing 80mph on a deserted M6 I grant you) and have something called “morals”.

      Seems like the perfect job for ML/AI beyond standard character recognition given in that image it’s not perfectly masked. Whittle it down and automatically check if the highest probability match matches the make, model and colour.
