Oh that’s Francis! She loves internationals. That’s American corner. It’s like a library/community. They have English classes & Peace corps volunteers there too. I’m not sure who funds or runs it.
American corner is a tool of any american embassy to spread its values and culture in respective countries where the embassy is located.
In Albania, American corner is located at national library.
