Well yeah, it’s a mix of that, and the fact that these people are generally pretty stupid anyways and fall for a lot of the disinformation that is fed through right-wing/extreme right-wing channels, where the media is pretty much generated by Russian troll farms/intelligence agencies.
Russia knows the target audience that it is trying to rile up, and knows that there are plenty of people in the right/extreme right spheres that will bite.
