Why should the EU pay for Ukraine’s reconstruction? They are not in the EU and Europeans have already helped Ukraine far more than any other allies (looking at the Americans). Europe can fund Ukraine until there is a peace deal but after that Europeans should not be on the hook to take care of the Ukrainians (a country bigger than any single nation in the EU with vast, rich resources) unless rest of the world (especially countries with better finances like US and China) share the burden equally.

And why eurobond are less palatable? Joint debt would be a huge resource to fund Ukraine and tackle common problems, such as common defence, rare earth provisioning and so on. If the Germans don’t want it, let’s them and their Northern pals pay for Ukraine, it’s their choice.

Let’s seize Russia’s cash and resolve the wallet issue later. The EU can’t play the nice guy any longer. USA also seized Iraqi assets held by the US banks by executive action in 2003, and the EU has the full sovereign executive right to do the same, as it’s security is openly threatened by Russia.

If the Russian assets are seized and sent to Ukraine, it’s likely that European countries will have to reimburse Russia after it legally challenges the seizure.
Europeans aren’t willing to send significantly more money to Ukraine, it would likely not be a popular political move at this point.
Maybe it’s time to start preparing public opinions to the end of the war, and thinking seriously about peace negotiations?

What is annoying is the amount of bureaucracy to get things done. Belgium has legitimate legal concerns. The EU countries don’t want to share the burden (ironically).
The solution is to make laws that resolve the fear Belgium rightfully has. A legal framework on this specific issue.
I think all countries can agree atleast that we rather let Russia foot the bill for the war and damages it caused by itself then that we collectively pay for a war we didnt even start.
The funds were frozen, use it. But create a proper legal framework to protect the Belgiums from possible legal scrutiny afterwards by Russia through our legal system.
