Expected: building requires a lot of capital, and building apartments requires amounts of capital not available to small landlords.
If the government won’t build at the same rate as private capital, the share of housing owned by institutional investors – such as insurance companies – will increase.
Unless the government spends more tax money becoming a bigger landlord, this is inevitable.
