Set a trail cam if you truly want to know. Thats the least invasive way to know for sure.

Looks very badger-y, but likely uninhabited as they keep on digging when they live there. The leaves have not been moved and there’s no debris in front of the entrance.
In case this is directly at the waterside, could indeed be beaver. If the ground is firm enough, they don’t always build a dam.
