Where was it found? Southern Belgium is pretty vague. It look like a military insigna, probably not even belgian.

Could be something related to the ‘Arts et métiers’ ? We have sole schools in wallonia going by that name. ( Les arts et métiers la Louvière, which I studied at many decades ago)
