You need a TV contract if you want to watch content that is offered through it.
There are free options, and you can stream all the public broadcasting content anyway.
Also if one company offers fiber, others should probably as well, as the lines are shared in vast areas now.
If you don’t watch TV and only want the cable Internet to stay you have to do absolutely nothing.
Having a TV contract is not a requirement for having an internet contract via Cable TV Infrastructure.

You don’t have to book anything.
Vodafone will happily sell you Internet over cable without a TV Contract and may (or may not) install a filter to block the TV Signal output.
You can get cable TV from Vodafone, or IPTV Services such as Waipu.tv, Magenta TV, Zattoo, 1&1s TV Service if you use their Internet… You can also get a DVB-T Box to receive TV over the air, install a Satellite Dish, or decide to not get a TV Service at all.
