      TL;DR: They’ll look for volunteers, they won’t get enough. They’ll try a lottery system, but it won’t pass because it’d be extremely unpopular. Smoke and mirrors, as always

      It’s limited/selective conscription, *not* universal conscription.

      The numbers required are in the level of Scandinavian countries’ conscription system that likely, most, if not all, will be those who say yes to willingness to do conscript training.

      i dont think anyone in germany will be willing to join the army they probably switch somthing like french foreing legion, selling citizenship in exchange for service.
