However, if recruitment fails to secure enough voluntary soldiers, members of parliament will be asked to consider other options — including the idea of a lottery system that would select people at random for compulsory service.

Conscription coming back, we are moving backwards.
The numbers required are in the level of Scandinavian countries’ conscription system that likely, most, if not all, will be those who say yes to willingness to do conscript training.

i dont think anyone in germany will be willing to join the army they probably switch somthing like french foreing legion, selling citizenship in exchange for service.
