Norway has signitficant minerals of many kinds. Things like phosphate, titanium, copper and rare earths. 
But we have very little interest in developing these. Most people would rather preserve the nature that is there.
The difference between oil is that we dont see the impact of oil drilling. 
This is also a reason why Norway is more interested in deep sea mining as it is less controversial here than open pit mining.
