The current plan isn’t ideal, but I think Ukraine should be pragmatic and think long-term in accepting the agreement. First, Ukraine can use the time to rebuild its economy, infrastructure, and military capabilities, including weapons production. Second, a Ukraine at peace means a Ukraine that’s more open to tourists who will come to Ukraine and witness firsthand what Russia has done here. Third, Ukraine doesn’t have to uphold the agreement in the future if and when it decides to pursue retribution. Ukraine could easily form a Mossad-like task force to hunt down those who committed war crimes. Maybe they won’t have to answer for their crimes today, but maybe 5–10 years down the road they will, always looking over their shoulders in fear for their lives for what they’ve done. And if one day Russia decides to attack again, a better prepared Ukraine could theoretically take back all its territory.
I know this isn’t the immediate outcome Ukrainians want, but think about what it achieves in the short term while planning for long-term security and success.

Ultimately it’s to the Ukrainians themselves to decide.
I think this plan is shameful and a surrender that will just set up Russia to attack again in a few years with its strength replenished and its coffers full. But I would not dare telling the Ukrainians what they should do.
If they choose to refuse the plan we should do everything to support them. The whole continent’s security is at stake and we cannot count on the US anymore.
If the Ukrainians choose to accept we all have to massively prepare. War will never stop until Russia is crushed.
