Common sense things like an extra collection at Christmas would stop this kind of stuff… But the council are drowning in care costs.

I expect the root cause is that it can be surprisingly difficult and expensive to deal with waste and we live in an overcrowded country with fewer landfills than ever. Landfills and incinerators don’t get built fast enough since they’re bad for the environment, so people take the risk of dumping itÂ
