Whoever wrote that is delusional. Most landlords won’t rent to the council under any circumstances.
The only reason some get conned into letting to the rent to rent companies is because they are made promises which aren’t kept.

The way to fix this is to build more houses and lower population growth, the same scarcity would still exist regardless of who owns the property.

We desperately need more council housing, not housing association but actually council owned housing stock. Reduce demand for the rental market freeing up housing for both renters and buyers while reducing tax payers subsidisation of private landlords. Build lots of temporary bedsit type accommodation too so we stop paying hotels and hostel/b&b’s up to £1000 per week per person for those who are made homeless.
