The german visa is easier or similar easy to get like the now restricted H1B-Visa in the USA. Easy access to european labour.
The blocked account is a Treuhandskonto from where you can take a monthly payout similar to BAföG. So you should be able to survive. Why do they need a high payed job? The stories (also in this documentary) are always the same: We are poor, the West pays good. Why not taking the bank loan and have a nice life in India?
Its simply economic migration.
