      I saw Ukraine was given €100 million for non-lethal aid.
      Does anyone know where that money comes out of?
      Not asking in an inflammatory way but curious, for instance was there 100mil sitting in an account for a rainy day, does it come from bonds etc. Or is it an EU grant that ireland just get to have a photo of handing over on a big cheque?
      As others have said 100mil is a big portion of our budget and could be used to make massive infrastructure updates etc if not a very fancy new bike shed.
