And it’s goal never was “to confine radiation” but to guard against an extremely unlikely possibility of radioactive dust formation due to some hypothetical work (e.g. dismantling ) on the former reactor, as well as corrosion protection.

There is no deconstruction work on the reactor ruin and won’t be for some time, so nothing terrible is going to happen. But still, better close the hole before things start rusting inside.

Any attacks on Chornobyl should due to the nature of the danger it presents trigger Article 5.
