* Use the hard power of the UK to compel decency (such as by threatening Pakistan’s financial assets, passport strength, officials or currently-intact military defences)?

* Use the soft power of the UK to bribe Pakistan (such as through the use of “foreign aid” or “academic cooperation”)?
