She has described Ireland as the “puppy farm capital of Europe”, with 30,000 dogs exported annually into illegal markets in the UK, Europe and Asia.
“For many of those pups, the way they’re brought into the world is absolutely horrific,” Ms Whitmore told RTÉ’s Morning Ireland programme.
“This bill regulates dog breeding establishments, what we would know as puppy farms.”

I can’t imagine anyone with a shred of decency would oppose this right? Maybe only to insist that it doesn’t go far enough in it’s regulation, but even then, pass it as is and beef it up later should be the attitude.

But how exactly is this going to be enforced. Are the farms going to suddenly chip every dog

The recommended laws are so light touch I’m surprised they’re not just the current regulation. Allowed 30 dogs? 4 litters per dog?
I get that she probably wants to get some foundational rules in place first, but why can’t we just ban dog breeding? Why is this controversial?
(He says about a country where tax money goes to dog racing, coursing is still regularly attended and fox hunting is still a thing….sigh)
