Operating it requires specialisation and experience. You can’t just grab sailors from other sector and dump them in aircraft and hope it will work out.
Every country that currently operate a Naval Carrier have been historically operating it.
America, France, Britain and Italy? The were there from the beginning since Aircraft carrier was a thing.
India?, Inherited the legacy and institutional knowledge from Royal Indian Navy, and made sure to always operate a carrier so they wouldn’t loose the know-how.
Even china had problems operating their Aircraft properly, which resulted in them extensively recruiting british navy officers for training them.
