It could be a Cypriot with a rental/leased car.
It could also be a foreigner because of the red plates.

That looks like a low pavement. And given that’s it’s cobbled much like the street (Agios Dometios?), are we sure he realised he was driving on the pavement on not on an extra lane?
Not excusing him by any means, just trying to figure out what’s going on behind that dumb face.
