Why do they keep insisting on attacking civilian targets. Dont they see it only makes Ukraine stronger?

Rumours are that there was a huge attack this night and all thermal stations are destroyed. Hope it’s not exactly the case, but these attacks on civilian infra are disgusting and EU needs to step up with safe skies.
