France does not rule out first use, but only in extreme circumstances where vital interests are threatened, including by non-nuclear attacks. This is meant to deter escalation, not to enable aggression.
France reserves the option of a limited nuclear strike as a final signal to force an adversary to stop before full escalation. This is one of the reasons the doctrine is sometimes labelled aggressive, though it is framed as de-escalatory.
