If people start criticizing this as insufficient, this decision is probably also the result of the fact that the Bundeswehr is a parliamentary army and the government **is not actually allowed or able to make any decisions in this regard.** Stationing troops in other NATO countries, which is probably more of a logistical matter, is something that Merz is more likely to agree with.
