If they haven’t already, Poland should issue a European Arrest Warrant. Even if Hungary ignores it, as they only follow the law when it suits them politically, it will stop the accused ever leaving Hungary to another EU member state and Poland can also escalate it to the European Council as something to bash Hungary with even more (e.g. seek cuts to EU funding for Hungary until they follow the rules of membership)
