No, that is a sign that the call is coming from Finland number
It’s just “unlisted number”, doesn’t necessarily mean a scam.
The part after +358 is important.
Be sure that the number after 4 is not 7 or 8.

Not necessarily. People withhold their names from caller display for any number of reasons. But scam calls almost always have this.
I never pick up calls from unknown numbers unless I can verify through number search (e.g. 16123) who is calling. The frustrating flip side of this is that legitimate calls may not reach me, such as a family member making an emergency call from someone else’s phone.
Had one too today. Most likely someone selling something. Annoying af.
