These are short range MANPADs, they are extremely useful for shooting down the smaller and slower cruise missles like the Geran but useless against ballistic missiles. And those are what is really devastating Ukrainian cities and infrastructure. Russia launches many in one go to overwhelm Ukrainian AD, you get cases where 90% of missles are intercepted but the remaining 10% knock out power girds or hit civilian housing.
