It’s not like they have any choice — no point in signing a trade deal if one of the key terms is completely unknown and unpredictable.
Of course, the same was true even before the Supreme Court blocked the tariffs, even if Trump signed a deal, he’d change the terms at the smallest of whims (and via a Tweet)
But at least now they have a good reason to tell Trump why they aren’t signing.
