>On May 21, 2024, a formal report was received from the police of the Ministry of Internal Affairs regarding an apparent crime concerning the preparation of usurping power.

>Following the report, a criminal case was initiated in the General Department for the Investigation of Crimes Against the State, Constitutional Order, and Public Security of the RA Investigative Committee under Part 1 of Article 43-419 of the RA Criminal Code.

>The preliminary investigation revealed apparent factual data indicating that H.Gh., being an associate of a representative of an opposition political alliance and holding anti-government views, disagreed with the foreign and domestic policies conducted by the leadership of the Republic of Armenia and harbored ideological hostility towards them. Realizing that, according to the RA Constitution, power in the Republic of Armenia belongs to the people, he, along with still unidentified persons, aimed to seize power, namely, to capture the buildings of the RA Government, the RA National Assembly, and the RA Police with a group of individuals and to usurp the powers of the National Assembly and the Government through the use of violence. To implement this plan, they created conditions, including considering the possibility of executing it during the rally scheduled for May 26, 2024. However, due to circumstances beyond his control, he was unable to commence these actions, as the preparation of the particularly serious crime was uncovered by the police officers of the RA Ministry of Internal Affairs.

>Based on sufficient evidence obtained during the preliminary investigation indicating that H.Gh. committed the crime, the investigator submitted a motion to the supervising prosecutor to initiate criminal prosecution against him, which was granted.
