I doubt they’ll let their fishing industry get wrecked by EU fisheries. Until strict quotas and science based sustainable practices get immunization against lobbyists and pressure from foreign industries in larger countries, no fishery heavy country would want to join.

The referendum is to ask Icelanders if Iceland should reopen negotiations with the EU, not (directly) if Iceland should join.
If the Icelanders vote ‘yes’, there’s still time needed to negotiate the open ends (I imagine the fishing rights will be part of that, with Norway watching critically to see how much room the EU gives to negotiate on this topic).
