On the far left It looks like ANPR cameras (automatic number plate recognition). The led array you’re seeing might be the infrared equivalent of a flash. Then regular webcams to evaluate other infractions.

Can’t tell you what fhe various cameras are looking for, could range from plates to drivers on their phones but it sure does seem to include an infrared camera

It is part of a new traject controle and for locating vehicles that are signaled. Although it looks like they will also look inside the vehicle at what the driver is doing and, I assume, also fine you if you do something not allowed while driving (smartphone , eating, …) It has infrared spots as mentioned by someone else. I recognize the location. It is a traject that has been 70km/h. They reduced it to 50 and put out these cameras.
There is another pole with cameras at the other side of the Rampe (across the bridge over the railroad) on the left side of you are coming from Bruges
It has been put up in the name of safety. Mind you, not many accidents have have happened on that part of the road.
But yeah, the downhill on either side can make you speed up unintentionally… Naughty drivers.
