Two of them have been used for training Ukrainian pilots in Denmark, and are now in Belgium waiting for repairs. The last four were shipped in crates to Belgium, lacking some parts and waiting for assembly. Norways operational F-16 were sold to Romania, while the unoperational ones were gifted to Ukraine

TLDR:
The aircrafts sits in Belgium awaiting repairs, Ukraine took over the ownership of the aircraft in 2024 and knows full well how or why they are still in the repair shop. 4 of the aircrafts Norway gifted to Ukraine requires extensive work to be flyable and the last two were used to train Ukrainian pilots but now also require repairs.

Lots of countries declare help for Ukraine, bumping up their statistics but then none or only a part of declared help arrives

I’ll defend Norway a bit here.
Yes, the best F-16s in best condition was sold to Romania. Norway can’t just refuse delivery of the planes Romania had already bought. That would have to be Romanias decision.
The two planes used for training have obviously been useful even if they haven’t been in Ukraine.
As for the four remaining, I’m not sure what people want Norway to do? It would not be good if Norway pressured Ukraine/Belgium/Sabena to prioritize fixing the Norwegian F-16s just so we could say the planes had arrived in Ukraine. It’s much better that Ukraine/Sabena prioritize.
We could of course have chosen to not donate the planes at all, but that would also not have been any better.
Unless it turns out that Norway lied to Ukraine about the state of the planes I don’t see the big scandal here.

Norway has revoked collective protection for Ukrainian men aged 18-60, effectively supporting the Armed Forces of Ukraine. Every 1,000 men is equivalent to one F-16 fighter jet. Thus, Norway has contributed far more than just “five” jets.
