The owners (or their estate in cases where the dogs have killed the owner(s)…) should be made to pay for it.

They should be passing on these costs to the owners (along with the relevant charges). Not to mention the fact that they should just be putting them down on the spot following violent incidents.

Do we get the headline “huge decrease in spending….” in a year or twos time?

If the dogs are too dangerous to be allowed in public hands, surely it makes more sense to just shoot all of them? I know that that sounds extreme, but if they’re never leaving the kennels, surely that makes more sense?
