Yes, plenty of times. Most of the times it takes the form of a threat to use the powers rather than actually using it.
The number of “formal oppositions” by the Council of State – a veto against certain provisions of a draft law, not the entire law – has increased in recent years.

They only check if it follows the constitution. So if it doesn’t follow it they will “veto” it. But they don’t block it for political reasons.
