The question is self-explanatory I think. There’s lots of road rage going on there because it’s not clear whether you need to zipper merge or not. The lines seem to suggest that moving over a lane is the “expected” path to follow, only very few cars need to go right (which is basically just for U-turns).
I rarely drive there but I see it happening while waiting for the light on my bicycle.
