Ad esempio, all’asilo nido di Belair daranno la preferenza alle persone che vivono a Belair o la preferenza sarà la stessa per tutti nella città di Lussemburgo?

Hi, no everyone who lives in the city can choose wherever you want. Keep it in mind there is a huge waiting list and they ask you to call in every 3 months to stay in the list.
I called every month, registered way before the birth and still got a place a few weeks before my wife was supposed to start work
The closer you are, the more chance you have apparently. They tend to privilege people living close by.
