Here’s the problem. This asshole and his master-daddy are so out of touch with the reality that they view the world as West vs Russia and the rest of coutries not as “people with their own will” but as “a sack of potatoes” that the west can come and steal from them. Assuming that these countries cannot have their opinion and these countries physically belong to them.
This is a veiled threat.
He is saying, “we will start discussions within the EAEU to kick Armenia out”.
Just like their other threats, it’s empty bullshit.
