The green arrow on the other side of the intersection signalizes that the incoming traffic has a red sign.
§ 37 (2) StVO
Across the street to the left of the van is a green turn arrow. That means you can go (the van has a red light).
I can’t put an image here, but there is a Traffic light on the left with a green arrow indicating that you may turn uninterrupted

Because your left turn traffic light is green, which would make the oncoming traffic red.
U got the a little green, electonic arrow next ot the red car. It’s super easy to miss. That one gives you the right of way even if you turn left.
