An OCR system would of course just read the number plate, and send any speeding tickets to the wrong address — assuming the modified number exists — and whoever gets those tickets will have to appeal. I guess at that point humans would then get involved, and there would be photos of the whole of the van allowing them to identify the hire company. If the company has registered a whole fleet with sequential numbers, the partial number could potentially apply to up to ten different vehicles, so there would be some time-consuming detective work necessary to identify the driver.
Of course, if the vehicle is spotted by a patrol, then yes: I would imagine the driver would definitely be in trouble.
