Yes, those are standard markings to indicate a speedbump.
These are not pedestrian crossings and as such pedestrians don’t have right of way on these. Cars need to slow down to 30km/h to pass over these.

I’ve seen people using it as a zebra crosswalk…..
And they were convinced it was really a crosswalk…
