I think a lot of UEFA would be happy to. Not sure if South American countries feel the same way. But , if CONMEBOL and UEFA were to set up their own world federation, FIFA would have hardly any of the big football nations.
The only thing that would happen is that FIFA woudl start a replacement for UEFA funded my masses of private equity money. Also, with the UK teams out of FIFA (who all have a spaeical status in setting the rules) this would allow them to re-write the rules to make it more TV friendly.
In some ways FIFA would love this.
