In Polonia, l’occupazione standard (Contratto di lavoro) raggiunge abbastanza presto un tetto fiscale effettivo grazie ai massimali forfettari per la sanità e la previdenza sociale. Tuttavia, la vera divergenza avviene ai vertici: la classe medio-alta si sposta pesantemente verso strutture B2B a tariffa forfettaria, e gli ultra-ricchi utilizzano le strutture recentemente introdotte. Fondazione familiare polacca (Fondazione di famiglia). Questo veicolo consente di reinvestire i dividendi aziendali e le plusvalenze con un’aliquota fiscale immediata dello 0%, creando un enorme aumento "scogliera miliardaria."
Di conseguenza, la crescita di una vasta ricchezza economica rimane praticamente intatta da parte dello Stato, mentre le tasse sui consumi (IVA/accisa) e i contributi lineari sul lavoro estraggono oltre la metà del reddito economico del 10% più povero.

Its interesting that in the country you are citing (the US) everyone is saying billionaires pay no taxes and the system is a mess. So there is some question of, the intuitive calibration people have is off, because they always think billionaires don’t pay taxes.
If you look at Polish tax incentives, they are oriented around the idea of encouraging reinvestment. I think you first need to understand this, and why reinvestment is so important for economies with limited capital concentration, in the case of Poland, due to communism.
With that, there can be a discussion around what taxes SHOULD look like. In my view, taxes on productively reinvested capital should be low, because this is what generates national wealth and high paying jobs. You can look at the example of a state like Singapore. The important question to avoid the issues the US and Western Europe are facing, is how we can ensure that ordinary people save and invest enough of their income such that they benefit from the same rules.
So technically Denmark has exactly the same kind of vehicle. You can have a holding company to invest capital in, taxes are only levied upon payout.

The Polish Family Foundation is available to all citizens, and is just a deferment on tax.
How this is even counted? American billioners avoid having economical income, instead selling stocks which would create income they take loans against their assets which are not taxed. People like Musk don’t pay 20% of their actual income. Does this comparison take into account the loophole for poland (family fundation) and ignore the loophole for US?
I struggle to understand how the poorest pay more VAT tax compared to 2nd-4th decile.
All of these deciles probably spend all or almost all of their income. However the poorest are forced to mostly buy food which has lower tax rate (5%) than discretionary spending (most of the time 23%)
