Improve public transport. If our longterm goal is to move further away from our dependency on cars, and if we’re going to make it more difficult for people to legally use things like e-scooters (e-scooters that have already been purchased due to being told that they’re a good alternative to cars), then we need to improve our public transport a wee bit more imo.

I wouldn’t be against an outright ban but honestly the kind of people who would respect the ban aren’t the people who were the issue to begin with.
If they can’t enforce a ban against children, there’s no point banning it for adults because the people who are problem will still be using them.
